I like it in the sense it is very bangkok sky true to form.

First you can try adding 5 points of contrast and 5 points of saturation in Photoshop. Then I would use a levels adjustment layer and reduce the shadows by about 5 to 8 points. Then draw in black onto the layer mask on the Levels adjustment layer you just added to prevent the levels adjustment from darkening the boats in the foreground. Just to darken the background area a bit. Lastly, put another levels adjustment layer on and add about 3 to 5 points to the midtones making the midtones slider read 1.03 to 1.05 to improve brightness a bit all over.

These adjustments wont fix the sky, but it may improve contrast and make the haze a bit less visible.

If you can't beat them.......
Why not, improve color and contrast and then make the hazyness (is that a word) even stronger by adding a gradient white layer on the top half of the image on about 5-10 % ?

Yup, for this time of year that's an authentic sky here. I tried some of your suggestions and managed to improve the buildings somewhat so they stand out a bit better. It wasn't enough to really work though and so I didn't save it. Just experimenting. Not a spectacular photo even after that work. As you see it here it has already had some contrast/sauration work done during raw conversion using Raw Shooter. It was even more drab before I started.
