This may be a dumb question.........but when the camera manual or Photoshop tell me the printsize is, say, 15x10, what happens to the pixels when i print 6x4 ? Do I get a better quality print because there are more pixels compressed into a smaller space, or do some pixels get dropped out,or does somehting else happen that I clearly do not understand ?

It depends on the printer, but it often pays to reduce the size to the actual print size, using "bicubic sharper". Even then, some additional sharpening may be needed, with "unsharp mask". Very often, you lose sharpness instead of gain when you reduce size.

This is one area where trial and error is the only way to reach your target.
