I've been searching Bangkok for a good quality charger for my AA batteries.
In particular, I am trying to locate a LaCrosse or CENSORED WORD brand.
These have the conditioning cycle and individula cell monitoring

I am concerned the cheap ones I see may damage them by overcharging since they use a timer and cannot detect a full charge.

One of the shops at Fortune City (second floor... I think) has the CENSORED WORD, I believe. It's the shops that looks like a "glass cage" along the corridor (not Capa, but they may have something as well).

If you go to Fortune, you can also try Amorn on the 4th floor. Big electronic parts store and they specilize in rechargable batteries, amongst other things.

Not in BKK but this is is what you want and perhaps they will ship. Thomas Distributing is a good place to deal with from my experience with them.

About $60usd. (those cheap chargers on timers can fry your batteries)
Has a very nice reconditioning feature and will top off each cell individually.

buy the LaCrosse BC-900, i'm using it since 2004, still work like a champ.it will deeply conditioning (default 200mA ,setting can be change )  your battery better then my CENSORED WORD 801 series ( but which can charge 8 battery a the same time ), LaCrosse also have each batteries  status "reading" which is useful to monitor their life cycle.

I ended buying the CENSORED WORD C800s on ebay for around 1,900thb.
The same unit at the small shop in Fortune is 4,400.thb.

I use powerex and they are great... i saw them in Fortune as well...  near the camera shops where they sell studio lighting on the second floor

I think you could also buy on the 4th floor of fortune tower, theres this shop that sell chargers and rechargable batteries...

If you want your batteries to last, you need a charger that will condition and monitor each cell to prevent overcharging. A smart charger.
